New Director for the Tracking and Evaluation Core of the Great Plains IDeA-CTR Network
Ingrid Philibert, PhD, MA, MBA is the incoming director for of Tracking and Evaluation (T&E) Core, starting July 1, 2020. She will be responsible for the evaluation design and the development of evaluation instruments and methodologies for the CTR in the renewal period. She is replacing Dr. Paul Estabrooks, who has moved to the position of director of the Community Engagement and Outreach (CEO) Core. Dr. Philibert will lead data analysis, report writing and communications with the Great Plains IDeA Ctr Steering and Advisory Committees. She has served as a consultant to the CTR since August 2019 and has assisted the T&E Core with evaluation and the preparation of the renewal document.
Dr. Philibert has extensive experience in program evaluation, including work in national and international program evaluation in the context of accreditation of post-graduate physician training program. She served as the Senior Vice President for Field Activities at the Accreditation Council for Graduate Medical Education and lead the design of the site visit component of the high-stakes 10-year accreditation assessments for ACGME-accredited physician training programs.
Dr. Philibert has served as senior and alumni examiner for the Malcolm Baldrige National Quality since 2000 and as an at-large board member for the National Board of Medical Examiners (NBME) and as a committee member for multiple NBME assessment committees.
She has authored articles on evaluation in peer-reviewed publications and lectured on work-based assessment and program evaluation, including serving as faculty in the 2-day Fundamentals of Assessment in Medical Education (FAME) course taught at the international Ottawa Assessment Conference. She works with the Administrative Core and the T&E Core Coordinator to advance evaluation throughout the CTR, including review of new metrics and data sources.
Her interests related to program evaluation include economy in evaluation; ensuring data collection produces actionable information; reducing burden on CTR units and programs; and contributing to evaluation best practices for adoption or adaptation.
Dr. Philibert lives in Iowa City with her husband, Robert A. Philibert, MD, PhD, a psychiatrist and entrepreneur, three children, four horses and one dog.
